Description: Join us for an interactive workshop on the basics of GenAI. We will explore the fundamental concepts, recent research, and cutting-edge developments in this inescapable technology while getting our hands dirty with tools like ChatGPT, Claude, and GoogleLM. By the end of this workshop, you will have a working knowledge of what GenAI is (and isn't), ethical considerations, technical limitations, how to get started, and where the field is headed. While we will explore many examples of Generative AI mainly through the lens of assessments, this workshop will benefit professionals from all disciplines and at all levels of experience with the technology.
Bio: Jared Weintraub holds an M.A. and Ph.D. in I/O Psychology from the Chicago School of Professional Psychology and Hofstra University, respectively. He is a People Analytics Manager at Deloitte, earning several certifications from the Deloitte GenAI Academy and publishing on GenAI. Jared is an Adjunct Professor at New York University, and President Emeritus of METRO, the New York Metropolitan Association of Applied Psychology. His research explores the practical applications of generative AI, workplace nudges, mindfulness, and Flow Theory to help organizations and professionals flourish.
The BARS Rating technique is an incredibly versatile tool, but many of use rarely receive an in depth education or experience with with it. Through this three-part series, Liz will share the knowledge and experience that she has gained participating in the use of Behaviorally Anchored Rating Scales (BARS) and analyzing the results. You will learn: 1) how to create BARS, 2) how to train evaluators in the use of BARS, and 3) how to analyze and use the results.
In our first workshop, we will delve into the development of BARS with a focus on five key learning objectives:
1. Define Behaviorally Anchored Rating Scales (BARS)
2. Learn Common Uses for BARS
3. Learn Pros and Cons of Using BARS
4. ***Learn a step-by-step approach to creating BARS
5. See a few examples of final BARS formats
Liz Reed is the Executive Assistant Director for the Columbus Civil Service Commission. She leads the teams responsible for the development, administration, and scoring of all Civil Service Exams. Her teams are committed to fair selection processes that give applicants access to demonstrate their skills and perform at their best.
Liz is committed to data-driven approaches to selection, and is bold as she implements innovative practices within an appellant culture. Additionally, she demonstrates leadership skills that result in the achievement of goals through the performance of dynamic and diverse teams. She encourages her teams to perform at exceptional levels and leads the teams to produce high-quality simulations, structured oral boards, writing samples, role-play exercises, in-baskets, multiple-choice exams, and written work samples. In her 30+ year career, she created or supervised the development and implementation of Behaviorally Anchored Rating Scales through multiple uses. She analyzed the statistical results from the use of BARS.
In 2004, her team was awarded the IPMAAC (IPAC) Innovations in Testing Award for their work in developing in-house video exams. She served in leadership roles within IPAC, including President. She partnered with professionals from Akron University, Bowling Green State University, the City of Dayton, the Ohio State University, the State of Ohio and others to the create IPAC’s first regional section the Great Lakes Employment Assessment Network (GLEAN).
We want to continue with what makes IPAC successful and unique. IPAC is a forum for assessment professionals who share practices, research and training to meet the applied needs in employment assessment. We have a level of friendliness and openness among our members that is unmatched in our field. We are a premiere organization where research meets reality. We embrace the breadth of our membership which includes directors, managers, staffing specialists, recruiters, psychologists, analysts, attorneys, consultants, faculty and students from the private and public sectors and academics and research.
In this workshop, we will focus on best best practices of working with assessors with BARS with four learning objectives:
1. Learn key considerations for how to select assessors
2. ***Learn best practices of the assessor training content
3. Learn about acceptable BARS evaluation practices and procedures
4. Learn how to facilitate the evaluations using BARS
In the final workshop in this series, we will review how to interpret your BARS findings through six learning objectives:
1. Discuss tabulations of raw scores-BARS
2. Learn when standardizing of scores is most appropriate
3. Learn calculations for z-scoring to obtain reported scores
4. Discuss inter-rater reliability and learn how to calculate using the Spearman-Brown calculation
5. View means and standard deviations by board and assessors
6. ***Discuss how to interpret results

Title: Job Analysis Fundamentals
Description:
This Job Analysis Fundamentals workshop provides participants with an understanding of what job analysis is, when to conduct a job analysis, why a job analysis is conducted, and how a job analysis can be used. The workshops will focus on each step of the job analysis process including: gathering information, writing task statements, writing competency definitions, using rating scales and cut-off criteria to identify critical tasks and competencies, completing task-competency linkages, and documenting the process. Throughout the workshop, participants will engage in exercises to facilitate their understanding of the process.
Presenter Bios:
Phil Walmsley, Ph.D. received his Ph.D. in Industrial-Organizational Psychology from the University of Minnesota. He conducts job analyses, develops assessment strategies, validates the use of a variety of pre-employment and leadership assessments, delivers assessment-related trainings, and conducts large-scale data analyses.
He serves as an advisor on the design of technology systems used for talent management and assessment. Phil is a member of the editorial board of the International Journal of Selection and Assessment, received the Society for Industrial-Organizational Psychology’s Distinguished Early Contributions Award, and is a Past President of the Personnel Testing Council of Metropolitan Washington.
Sandra Alexander, Ph.D. received her Ph.D. in Industrial-Organizational Psychology from the University of North Texas. She has worked with multiple organizations to conduct job analyses, assess competency gaps in the workforce, and develop assessments for both selection and promotion.
Sandra has served as one of the Directors of the IPAC Board since January 2024.

Title: It’s a Different World: 2025 EEO & Employment Law Updates
In today's rapidly evolving legal and regulatory environment, employers are faced with a radically different approach to Equal Employment Opportunity (EEO) and employment law. The purpose of this workshop is to provide an update on changes with significant implications for personnel assessment. Participants will learn about recent court cases, changing laws and regulations, the new strategic priorities of regulatory agencies, and conflicts between federal, state, and local laws and regulations. We will discuss the impact of the new administration’s approach on the use of personnel assessment, highlighting best practices in developing job-related, legally defensible assessment procedures. Finally, we will explore trending issues such as equity and inclusion, gender identity, religious rights, and reverse discrimination, offering practical guidance on navigating these complex topics in the context of personnel assessment.
Toni S. Locklear, PhD. is an industrial-organizational (I-O) psychologist with over 30 years of experience in the field of human resources (HR) management, having held positions in both industry and consulting.
As chief technical officer and the litigation practice leader for HR consulting firm, APTMetrics, Toni serves as an expert witness and consultant to counsel in employment discrimination, harassment, and wage-hour cases for both defendants and plaintiffs. She also acts as a settlement expert to help carry out the provisions of consent decrees in employment-discrimination lawsuits. Additionally, Toni works with organizations in a proactive capacity to help them avoid litigation by conducting HR-process audits to identify gaps between clients’ current practices and industry best practices.
Toni provides consultation in the areas of job analysis, test validation, employee-selection procedures, performance management, compensation, measurement, and HR policies and procedures. She is a Fellow of the Society for Industrial and Organizational Psychology (SIOP) and a co-author of SIOP’s Considerations and Recommendations for the Validation and Use of AI–based Assessments for Employee Selection (2023).
Katey E. Foster, Ph.D. is a Vice President with APTMetrics, where she leads a team of HR consultants in the delivery of consulting services. Katey works with organizations to design and implement fair, valid, and legally defensible HR processes and procedures. She provides consultation in the areas of litigation support, assessment development and validation, job analysis, and competency modeling to Fortune® 100 clients across industries, including technology, finance, healthcare, and retail, as well as local, state, and federal-government agencies.
Katey has served as an expert witness for both plaintiffs’ and defendants’ counsel and has been retained for consulting expert purposes. She has also provided substantial support to other testifying, consulting, and settlement expert work in employment discrimination cases for both defendants and plaintiffs. Katey received her Ph.D. and master’s degrees from the University of Akron’s industrial-organizational (I-O) psychology program.
She has presented on I-O and litigation-related topics for the Society for Industrial-Organizational Psychology’s (SIOP) and the American Bar Association’s (ABA) conferences and at local I-O and HR group events. She recently co-authored a book chapter on the legal environment for 360-degree feedback which was published in the Handbook of Strategic 360 Feedback.
