    DESCRIPTION

    Responsibilities:

    • Conduct data analysis on assessments (i.e., pilot-tests, production versions, ongoing maintenance) and surveys (e.g., item-level, test-level, demographics, etc.)
    • Assist with the development and execution of certification assessments so all aspects are compliant with major third-party accreditation standards (e.g., NCCA)
    • Demonstrate sound judgment and decision making when providing solutions to clients considering the relative costs and benefits of potential actions on certification implementation and maintenance
    • Build and maintain excellent client relationships
    • Apply active learning to understand the implications of new information when developing credential solutions to meet client needs, wants, and constraints (i.e., analyze client needs and requirements to create a viable solution while remaining in compliance with industry best practices and NCCA accreditation standards)
    • Conduct literature reviews and develop reports for research projects, including reviewing academic and business literature
    • Focus your written communication skills to develop visual representations of data analysis for client deliverables and presentations, to prepare technical reports, validation documents and official documentation in support of the defensibility of high stakes assessments
    • Your skillful ability to communicate will help to facilitate meetings with Subject Matter Experts (SMEs) and Thought Leaders to support project needs (e.g., test development, certification program development, certification reporting, etc.) and to make client presentations, coordinate examination review committees, and participate in professional organizations

    Minimum Qualifications:

    • Must be well versed in measurement principles, test construction, and test validation.
    • Ten (10) years of experience in the development of skill standards.
    • Ten (10) years of experience in the development, administration and interpretation of psychometrically-sound tests and other assessment instruments.
    • Ten (10) years of experience developing technical/program documentation that meets standards for the accreditation of certification programs
    • Ten (10) years of experience generating, utilizing, and communicating item and test -level statistics (using CTT or IRT) within the context of high-stakes certification programs.
    • Seven (7) years of experience providing technical support within the DoD.
    • Seven (7) years of experience developing technical/program documentation that meets accreditation standards.
    • PhD from an accredited university with a focus on educational measurement, quantitative psychology, or industrial/organizational psychology.
    • Ability to obtain a TS/SCI security clearance.

    Preferred Qualifications:

    • Three (3) years of experience in analyzing functions of DoD Intelligence and Security classified work and capability modeling, integrating DoD skill standards and competencies into workforce development strategies.
    • Active TS/SCI clearance.

    Nature of Work:


    Performs professional and administrative work in the Employment & Recruitment and/or Civil service Section. Primary generalist duties include developing examination material, assessment exercises, and testing strategies for the purpose of employee selection and promotion, primarily for police and fire positions.     THE POSITION

    Provides advance expertise in personnel testing to include development, validation, maintenance, administration, and the use of personnel selection instruments to ensure promoting and hiring are completed in accordance with merit principles, legal statutes, and psychometric guidelines.

    ESSENTIAL FUNCTIONS

    1, Conduct job analyses including background research, site observations, and interviews, task and Knowledge, Skill, Ability, and Other Characteristics (KSAO) generation focus groups, and job analysis questionnaire administration.
     
    2. Develop and administer various employee selection tests including physical abilities tests, written exams, and assessment centers, as well as managing and troubleshooting testing software.
     
    3. Develop project plans for assignments including project timelines, milestones and communication points, and coordination of resources, personnel, and subject matter expert requirements for job analysis, test development, written exams, and assessment centers.
     
    4. Perform data analyses in the following areas: survey results, workforce planning, job analysis, test development, exam passing score, adverse impact, and other psychometric properties of exams.
     
    5. Present information to all levels of the organization in a fashion that is tailored to the audience.  This can range from facilitating subject matter expert meetings to front line employees to formal presentations to executive level staff.

    6. Design, develop, and administer surveys and report results.

    7. Acts as a liaison between testing consultants and city personnel to facilitate the development and administration of tests.

    MINIMUM QUALIFICATIONS

    EDUCATION:   

    • Master’s degree in industrial/organizational psychology.

    EXPERIENCE:  

    • Two (2) years of professional level experience in personnel selection test development, test validation, job analysis and/or statistical analysis. Experience and/or coursework should include developing/administering surveys, evaluating statistical data, and applying scientific research methodology.

    EQUIVALENCY(IES):    

    • Ph.D. in industrial/organizational psychology will meet the education and experience requirements.
    • Master’s degree (or higher) in psychology, human resources, or behavioral/social science field plus three (3) years of the required experience will meet the education and experience requirements.        
    • Bachelor’s degree in psychology, human resources or behavioral/social science field plus four (4) years of the required experience will meet the education and experience requirements.
    • Bachelor’s degree or higher in non-specified field plus six (6) years of the required experience will meet the education and experience requirements.

    LICENSE(S) and/or CERTIFICATION(S): 

    • Valid driver’s license and good driving record.    

    PREFERENCE(S): 

    • Experience creating assessment center exercises and/or administering an assessment center is a plus.

    NOTE:
    The Employment Testing and Validation Specialist is responsible for conducting job analyses; developing written examinations for civilian, police and fire classifications; establishing and analyzing pass points for written examinations; writing and creating assessment center scenarios and training materials; supporting the coordination and administration of Police and Fire Department assessment centers; administering the fire physical abilities test; analyzing test results; and documenting the examination processes in formal reports.
      
     This position is also responsible for assisting in the preparation of project time tables, assisting in the training of new team members as assigned; acting as team leader and assuming general team lead responsibilities as assigned or in the absence of the Test Validation Administrator.

    SUPPLEMENTAL INFORMATION

    For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
    Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed.  A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.

    Minimum Requirements:

    2. One (1) year of progressively responsible experience in the development and implementation of assessment processes to include test development, item analysis, job analysis, research design and statistical analysis, including evaluation and validation methodology.

    Unpaid Student Internship – Spring 2022

    The Office of the Comptroller of the Currency (OCC), an independent branch of the U.S. Department of the Treasury, charters, regulates, and supervises all national banks and federal savings associations as well as federal branches and agencies of foreign banks. Our mission is to ensure that national banks and federal savings associations operate in a safe and sound manner, provide fair access to financial services, treat customers fairly, and comply with applicable laws and regulations.

    OCC is seeking an unpaid Industrial-Organizational Psychology Intern to work between 8-10 hours/week for a 3-month period during the Spring Semester of 2022. The internship will be virtual to ensure the safety of the intern and OCC staff. That means that intern will be working from their remote location and will receive an OCC-issued laptop to complete project work. The virtual internship will provide various learning and networking opportunities intended to help the selected intern enhance skills and build lasting professional connections.

    Responsibilities

    The I-O Psychology Intern will work as part of a team with experienced Personnel Psychologists on one or more projects, with responsibilities that may include:

    • Assisting in creating structured interview content and behaviorally anchored rating scales (BARS)
    • Developing occupational questionnaire items with customized rating scales
    • Aligning occupational questionnaire content to competencies
    • Working collaboratively on training and informational materials geared toward educating federal hiring managers and Human Resources Specialists on personnel selection issues
    • Contributing to job analysis/competency modeling projects

    Qualifications

    • Enrolled in an I/O Psychology master’s or doctoral program
    • Attention to detail and commitment to accuracy when writing/reviewing written content
    • Fundamental understanding of job analysis
    • Fundamental understanding of competency modeling
    • Proficiency with the Microsoft Office Suite or the equivalent (word processing, spreadsheets)
