Position Purpose
The Test Validation Specialist provides advanced expertise in personnel testing to include development, validation, maintenance, administration, and the use of personnel selection instruments to ensure promoting and hiring are completed in accordance with merit principles, legal statutes, and psychometric guidelines.
Essential Functions
1 Conducts job analyses that include, background research, site observations, interviews, focus groups, questionnaire development and administration.; assists in planning studies and analyzing procedural barriers to provide effective and efficient program delivery.
2 Assists and supports in the preparation of project time tables, assists in the training of new team members, serves as acting team leader and assumes general team lead responsibilities as assigned or in the absences of the Test Validation Administrator.
3 Develops personnel selection instruments and rating systems used to assess job competency requirements for employment hiring and promotions.
4 Conducts statistical analyses to determine psychometric properties regarding test validity, reliability, adverse impact, and text questions; evaluates assessment tools for technical soundness and legal defensibility.
5 Develops and delivers training to internal and external customers; continuously evaluates ongoing processes and procedures to ensure compliance with federal and legal guidelines
6 Plans and administers examinations at assessment centers.
7 Performs data analyses; administers surveys, workforce planning, job analysis, test development, exam passing score, adverse impact, and other psychometric properties of exams.
8 Maintains working relationships with other city departments to develop and validate selection tools; serves as liaison between testing consultants and city personnel to facilitate the development and administration of selection instruments.
9 Performs any and all other work as needed or assigned.
Minimum Qualifications
EDUCATION:
· Master’s degree in industrial/organizational psychology.
EXPERIENCE:
Two (2) years of professional level experience in personnel selection test development, test validation, job analysis and/or statistical analysis. Experience and/or coursework should include developing/administering surveys, evaluating statistical data, and applying scientific research methodology.
EQUIVALENCIES:
Ph.D. in industrial/organizational psychology will meet the education and experience requirements.
· Master’s degree (or higher) in psychology, human resources, or behavioral/social science field plus three (3) years of the required experience will meet the education and experience requirements.
· Bachelor’s degree in psychology, human resources or behavioral/social science field plus four (4) years of the required experience will meet the education and experience requirements.
· Bachelor’s degree or higher in non-specified field plus six (6) years of the required experience will meet the education and experience requirements.
LICENSE:
- Valid driver’s license and good driving record.
PREFERENCES:
· Experience creating assessment center exercises and/or administering an assessment center is a plus.
NOTE:
The Employment Testing and Validation Specialist is responsible for conducting job analyses; developing written examinations for civilian, police and fire classifications; establishing and analyzing pass points for written examinations; writing and creating assessment center scenarios and training materials; supporting the coordination and administration of Police and Fire Department assessment centers; administering the fire physical abilities test; analyzing test results; and documenting the examination processes in formal reports.
This position is also responsible for assisting in the preparation of project time tables, assisting in the training of new team members as assigned; acting as team leader and assuming general team lead responsibilities as assigned or in the absence of the Test Validation Administrator.

5 Knowledge of federal and state laws and City personnel regulations, policies, and practices including principles of management and supervision.
6 Ability to oversee and assists other Testing personnel to perform effective and professional work.
7 Ability to administer and coordinate extensive testing protocols for multiple departments.
8 Ability to apply scientific research methodology and perform statistical data analysis.
9 Knowledge of PC software and applications.
10 Strong interpersonal and communication skills.
11 Strong presentation skills in a classroom or meeting situation.
12 Ability to analyze data and provide recommendation.
13 Communicating effectively verbally and in writing.
14 Establishing and maintaining effective working relationships.
For evaluation purposes, acceptable qualifying experience for all positions must have been in a paid capacity unless noted otherwise in the minimum qualifications for the posted position.
Additionally, 30+ hours per week will be counted as full-time employment and will receive full credit for the amount of time employed. A minimum of 15 through 29 work hours per week will be counted as part-time employment and will receive half credit for the amount of time employed.
