2022 Keynote: ANTOINETTE TULL

Creating Inclusion within Public Safety Organizations

Tuesday, July 19 @ 9 a.m.

Key Themes: Using the employee lifecycle as a guide, this presentation will help organizations identify exclusionary challenges within their public safety agencies and provide proven inclusion solutions to address them.

Antoinette has been a professional facilitator and human resources professional for over 20 years. As an accomplished Chief Human Resources Officer (CHRO) in public safety; she delivers comprehensive HR-centric facilitations designed to address the workforce challenges uniquely specific to first responders and other human service organizations.

Under her leadership at the Richmond (VA) Police department, minority representation trended at 40% of the sworn population, solidifying RPD as the most inclusive law enforcement agency within the state of Virginia. Additionally, under her tenure, as the national average for women in law enforcement trended at 11%; Antoinette and her team ensured the departments’ female representation trended between 20-22%. These successes, and others, fueled her desire to replicate these proven inclusion strategies with other agencies across the nation and solidified her public speaking career.

Her most popular engagements include; Panelist & Presenter- Promising Practices in Police Retention, powered by The International Association of Chiefs of Police-(IL); Cultural Competencies to Better Serve & Protect, sponsored by the City of Casper, WY. Is Bias Hiding in Your Hiring Process @ The Bending the Arc towards Inclusion Conference, sponsored by the City of Charlottesville, VA; and Increasing Diversity throughout your Agency, powered by Financial Research Associates, Nashville, TN.

After studying Human Resource Management at the University of Richmond in 2003, Antoinette obtained her professional designation in HR (PHR). In January 2017, she obtained her Human Resources Project Management certification (HRPM) and in May 2021, she obtained her DEI certification from the University of South Florida-Muma College. In January 2021, Antoinette re-launched her boutique HR consulting firm, HURTLE, LLC to focus specifically on HR training & development for forward-thinking public safety agencies and people.
