Transfers between departments have been around forever for us. They are mutually optional for both the employee and the hiring official, so managers have the obligation to make sure the potential hire has the right tools for the new job.
The union thinks that the transfer list isn't being sufficiently considered, so they want their people to be able to test promotionally for the transfer - because the promo list is a "must hire" list. I think it is a terrible, no good, very bad idea (for a number of reasons!) to let current incumbents take the test for the class they already hold, but I wanted to see if there were any other strong arguments for or against it.
